The bar, or second Victoria Cross, was awarded to Captain Upham for battle actions in North Africa at Minqar Qaim on 28 and 29 June 1942 where he played a fearless and conspicuous role in observation when on defence and led his company when the encircled New Zealand Division successfully broke out in a night action.
It stands outside the Hurunui District Council buildings in Amberley, North Canterbury, New Zealand. The statue depicts Charles Upham the observer’, using the skill he practised in peace and war learnt while shepherding and mustering on the hill and high country properties of Island Hills, Glynn Wye, St Helens and Rata Downs. The sculptor has captured these feelings and the strength of Charles Upham in the eyes and face of the statue. The Mark of the Lion Charles Upham, Victoria Cross and Bar, Washburn, Auckland.
Originating from rock drawings in the Weka Pass, North Canterbury, their inspiration has been captured by sculptor Warren Thompson. Located at 1091 Upper Sefton Road, Balcairn, the Kowai Archive was established in 1990 by members of the Sefton Kowai Country Women's Institute, who decided to collect, preserve, research and exhibit records to illustrate and record the cultural history of the area The Amberley Historical Society established in the 1970's amalgamated with the Archives in the early 1990's. Our collection area is defined by the boundaries of the former Kowai County Council, running between the Ashley and Waipara Rivers, and the sea and Mt Grey. Hurunui District Council archives are comprised of the surviving records created by all predecessor local authorities in the area, roughly bounded by the Ashley and Conway Rivers, stretching inland to the Lewis Pass.
These are the principal local government agencies of North Canterbury for which archives survive. The archives themselves are stored in the Council’s Culverden Service Centre. The Waipara Road Board was originally part of the first Ashley County stretching from the Waimakariri to the Hurunui . Established in 1864, the Kowai Road Board initially came under the first Ashley County, and eventually merged with the then new Kowai County Council. On the north side of the Ashley River, stretching from Sefton to the Lees Valley, this Road Board merged with the much reduced Ashley County after the major local body re organisation of 1911.
It was however a paper tiger, all powers being devolved to Road Boards until 1911, when a working authority was created covering the area of the old Ashley Road Board, centring on Loburn. Born of the break up of the first Ashley County, Kowai County had its istrative centre for many years at Balcairn. In 1968 Ashley County Council absorbed the smaller but more populous Kowai County, between Ashley and the sea. It retained its original boundaries until amalgamation with Ashley in 1977 to form the new Hurunui County. Still more local lads would see service during the Great War as members of the Canterbury Mounted Rifle Regiment sent first to Egypt, then, forced to leave their horses behind spearheading some of the toughest attacks on Gallipoli before joining the Desert Mounted Corps.
20 years later when New Zealand again rallied, local farmer Charles Upham would become the only combat soldier ever to win the Victoria Cross and bar returning home to farm at Conway Flat the most highly decorated commonwealth soldier of the conflict. On his return he took up sheep farming but in aged 48 he left the land and New Zealand to go and have a look at the Chinese revolution . Both the New Zealand and Chinese Governments continue to honour Alley for his work. Established in 1990, the Kowai Archives is located in the former Kowai County Council building in Balcairn, whose formal facade symbolises the importance of local government in the community
